Question about STEAM

Its probably a simple answer, but this is the first time that this has ever happened. Today, when I was launching CSS, hl2.exe had crashed. "Alright" I said and relaunched it and again the same issue, hl2.exe has crashed.

So I asked around and people said for me to uninstall ClientRegistry.blob and it should work, before I did that I looked up what it was. I couldn't find it but I did see a similar problem to mine and deleting that file fixed it. To my surprise, now that I have deleted the file, whenever I start up steam it shows the "updating steam" bar and says "Cannot contact the Steam network, please try again later".

So I'm assuming either I really messed it up or my luck ran out and I cannot connect to steam. I'm looking for opinions here on what I can do, either wait it out or start looking into other options. (Yes I reinstalled STEAM and I still have the same issue, but the file ClientRegistry.blob has reappeared).

Yes, contact your ISP or try restarting your modem.

Im not that computer tech type of person, so where would I go to delete my cookies and clear cache(s)?

open IE - top right, click tools, internet options, delete history

That worked, not only doing that in FireFox but going into Internet Explorer and deleting cookies, caches, history etc etc, seemed to of helped. Thanks for helping me Silent, and to everyone else.
