well, i got a router like two months ago, and we just installed norton antivirus

Check to see if there are any hidden processes or scanners running in the background. You may not even know they're running as they sometimes run passively upon installment.

run virus and malware scans - almost sounds as if your PC has been Hijacked.

Spybot is good for general security maintenance aswell as immunizeing against possible threats... and Ccleaner for getting rid of unneccasary files aswell as bad registry entrys

that shouldnt effect his ping - a high ping is more outbound traffic so something is useing his resources

have you tried running a Ping test or Speed test?

Norton could be your problem. make sure the the game's process (i.e. hl2.exe) is on the "allow" list in norton.

Norton auto sets allowed processes... I run Norton and never had to set a thing for hl2.exe or anything for Steam

I do believe if he runs a few comprehensive virus scans he will find his answer.

2 programs you may want to try.. they have served me well in the past

1) MalwareBytes.... http://www.malwarebytes.org/

2)Super Anti-Spyware free edition..... http://superantispyware.com/

Both of these come highly recommended on quite a few OC sites. These 2 programs have found some issues that Norton and Mcafee missed on my systems.

any type of Trojan/virus/worm will use system resources.... and can result in high ping aswell as crash to desktop.
