Internet Explorer Programs not working?

I have started to have an issue where Internet explorer programs such as Internet Explorer 7, Google Chrome, FireFox, all not loading when I select it the first time. The only way I can start it up is to create multiple instances of one of the programs and close the same process over and over again until it starts. (Ive found that I have to get rid of the processes that take up the least memory)
So say I have 5 Google Chromes all not loading, 1 takes 3,000 KB another takes 3,050 KB 3,100 KB another take 3,110 KB and the last takes 5,650 (These are random values similar to mine) I have to close all the things UNDER 5,650 KB before the 5,650 KB one starts up.

So Im here to ask, Does anybody know what I can do? Ive tried reinstalling, Cleaning up my system, opening up my firewall ports, And Ive checked for viruses,Malware, and Cookies, My scan comes up clean every time.

So what else could I try?

I'm running into the same issue, only in reverse. When I attempt to close firefox, the process is not ended, forcing me to end it manually. Any ideas?

if firefox doesn't end when your done with it, I always do this: ctrl+alt+del and then processes, and then type in an f till u see the programm: firefox.exe, then u click on firefox.exe, terminate, and its terminated (sorry i try to explain as good as possible, but i have a dutch windows so sorry ). if it doesn't start, try to see if your pc has internet, it also could be due to the fact perhaps your on smallband.
