Because if they are judging by the bottom of the spray, they will judge by the bottom of the non transparent part of it, because you can't see the transparent part.
My tip= Cheat!!! Works every time!
You should read the new Jail rules
If they do judging from the bottom yours will be judging from middle ( technically ) because only the top half of your spray is visible.
