How do I submit my application for the Mayor ballots?

  1. Before submitting your application for the Mayor ballots, you need to make sure you meet all the requirements outlined HERE (also in the bottom of this thread). Only eligible applicants will be placed on the ballot.
    1. Once Mayor applications are being accepted, civilians will be invited to submit an application. Anyone who meets the above criteria is eligible to run for Mayor.
    2. You will require your background check obtained through the San Andreas State Police to be submitted through your application. Once a request to the SASP has been made, you will be returned a PDF copy of your record check. (all outlined in the previous announcement)

Are you qualified to become Mayor?

  1. You must submit a Criminal Record and Judicial Matters check when submitting your entry for the Mayor ballots. The checks can be completed through the San Andreas State Police. Once you’ve requested the record check, the State Police will email you with a copy of the results to be submitted in your application to run for office.
    1. The Criminal Record and Judicial Matters check may take a few days to be completed dependent on existing requests.
      1. Please allow up to 5 days before the submission deadline to ensure the San Andreas State Police can complete and return your record check before the deadline.
    2. Record checks that display any of the following infractions will be removed from the ballot pool;
      1. Any felonies (all classes)
      2. Any active arrest or search warrants
      3. Active investigations or pending trials
    3. Any applicant who wishes to run for office but is ineligible due to their criminal record can request an expungement trial through the Department of Justice.
      1. Contact a lawyer to begin the process of requesting a record expungement.
      2. Applicants must meet the requirements displayed above upon their submission for candidature. Please allow a reasonable period of time if requesting an expungement trial.
        1. Applicants who are in the process but have not yet had their records expunged will not be considered.
  2. You must be in good standing with the public and Law Enforcement agencies. Applicants who are found to be associated in any and all criminal organizations or found to be affiliated with a gang will not be considered.
    1. Results of the Criminal Record and Judicial Matters check should provide the relevant information on an applicant's qualification.


Mayor Role​


The Mayor of Los Santos is responsible for numerous activities which take place in Los Santos. The Mayor will be involved in various areas of the city such as its infrastructure, the well-being of civilians, and certain aspects of Law Enforcement. Some examples include:
  1. Nominating a Chief of Police
    1. Mayor candidates will announce their Chief of Police candidates during their election process.
    2. The Chief of Police candidate must be nominated by the Mayor and meet regular electoral requirements.
    3. If the current Chief of Police is not nominated by the Mayor, similarly to the election process, the existing Chief will be moved into a Sergeant position.
    4. The Chief of Police nominee will be sworn in when the Mayor is sworn into office.
  2. Maintaining and managing business additions in the city
    1. The Mayor will have the authority to decide what businesses will be welcome into the city. Appropriate licenses will be granted.
    2. Mayor will be responsible for assisting in the upkeep of those in-character jobs, filing for additions and job changes as requested by owners.
    3. Mayor will be responsible for assisting any and all businesses when required by the business owner.
  3. Participating in discussions pertaining to adding/changing/removing laws
    1. Mayor will be present for conversations regarding changes to the Lawbook of San Andreas
    2. The Mayor can bring any existing laws to a vote for removal or modification as appropriate. Voting will be brought to the civilians of the state of San Andreas.
    3. Any new laws can be brought to a vote by the Mayor, but all new additions must be approved by the Department of Justice.

Mayor Authority​


The Mayor's role is a civilian position that interacts with the day-to-day changes and updates regarding civilian changes and interacts with less frequent bigger updates regarding Law Enforcement. The Mayor is NOT recognized as a member of Law Enforcement nor a member of the San Andreas court system. However, the Mayor does possess individual authority as follows:
  1. Accepting/Denying business additions
    1. Mayor holds the final say in the addition of a business. (With approval from the Federal Government)
    2. Mayor must take responsibility for opening and ensuring the start of the business when said business is approved. (in coordination with the business owner(s))
    3. Mayor must file official documentation when denying a business with appropriate denial reasoning.
  2. Infrastructure Changes
    1. Mayor may allow for infrastructure changes in certain areas of Los Santos if requested by civilians. (Landscaping, structural changes)
    2. Mayor is responsible for foreclosure and the upkeep/removal of properties if it becomes vacant or abandoned.
    3. The Mayor may request changes in the location of public garages to better suit the public.
  3. Issuing business and liquor licenses
    1. The Mayor has the authority to issue licenses to businesses or civilians that file the appropriate paperwork through the Mayor’s office
  4. Law Enforcement
    1. Mayor will be present for specific and reasonable decisions regarding law enforcement where necessary. (Ex: Chief of Police candidate proposal, lawbook changes, city emergencies, budgeting and funding regarding law enforcement, etc.)
    2. Mayor does NOT hold a Law Enforcement position and will not be allowed to insert themselves into Law Enforcement activities. The Mayor does not have the power to overrule decisions that pertain to the upholding of the law.

Mayor Impeachment​


If a Mayor is deemed to be unfit to govern San Andreas, the Department of Justice can initiate a unanimous vote for the immediate removal of the Mayor. State officials would be required to participate in the voting process. State officials are identified as:
  1. Director of the State Police (alt. Major)
  2. High-ranking DOJ Officials
  3. Director of Medical Services
  4. Sheriff

When the Mayor is in the process of being impeached, all Mayor authority is lost until the vote is completed. If a Mayor is not impeached following the vote, their authority is reinstated and they are able to resume their normal duties effective immediately. A State Official who deems the Mayor unfit to govern San Andreas must elevate their concern to the Department of Justice.

The Process
  1. The impeachment request must be elevated to the Department of Justice accompanied by a reasonable justification for the request. Impeachment requests without evidence or probable justification will be ignored.
    1. While the evidence does not have to be a physical, clear and precise evidence must be provided.
  2. Once the Department of Justice has received and approved the impeachment request, a public address will be made where a date and time will be coordinated for all State Officials to be present for the unanimous vote.
  3. The voting process will be done at any courthouse in San Andreas, all State Officials must be present or the vote can not move forward. In the event of an emergency, the voting may be rescheduled to a later date.
  4. The vote must be unanimous following an adequate presentation of the cause.
    1. If the State votes in favor of the impeachment of the Mayor said Mayor is to be removed from office immediately. All Mayor authority is held until a new Mayor is elected to office.
      1. The process for the implementation of a new Mayor is expected to be started within 72 hours of the Mayor's impeachment.
    2. If the State does not vote in favor of the impeachment of the Mayor, said Mayor is expected to resume normal duties.
