Buffer Overflow makes beginner server unplayable

Detailed description of the bug
When playing on the beginner server, I get the error

SendNetMsg 66.85.14.237:27015: stream[netchan_t::reliabledata] buffer overflow (maxsize = 4000)!

over and over in console.
Every time it happens my screen freezes and spasms, and it makes it impossible to do any map or bonus. This only happens on the beginner server, and occurs around every 10 seconds.

it was happening for 3 days and now doesn't..... it might be related to the server having more players online

we recently moved servers so guess it was just something on the old box being finnicky, ill leave this open for a little bit longer to track
