yup!! Check out TopHattWaffles guides, he is clear and to the point. He is on youtube & if you just follow the first few videos, you will be knowledgeable enough to complete most of a jailbreak map.
The difficulty comes in when you start wanting to add cames that require vscript & when your map is so large and open that optimization becomes an issue. If you plan your map with optimization in mind ahead of time you'll have no problem. Check out gamebanana for textures, models, and even easy-to-add game prefabs.
One easy way to learn how to make games is by reverse engineering the games on another map. For example, if you like the deathcrate on dojo, load it up in hammer and mess around with the functions until you start getting a hang of it.
