I can't connect to the CSS server, other servers connect fine

Hey, I tried joining the server today but I can't connect, it says failed after 4 retries:
Network: IP 192.168.1.12, mode MP, dedicated No, ports 27015 SV / 27005 CL
Connecting to 66.118.246.52:27015...

Retrying 66.118.246.52:27015...
Connection failed after 4 retries.

I can see server info, but can't join, other servers connect without any issue.
