The star system represents a forum member's interaction with the forum software. If you click on anyone's name, it will take you to their member profile. Look beside the word "Rating". The value there determines how many stars.
i.e. Poster, Uber Poster, Forum Fiend, Main Site Administrator, Forum Fanatic, I Need a Life, etc. As the level of interaction goes up, so do the stars.
BTW, it doesn't necessarily mean the number of posts, although that does contribute. It is based on the number of times the forum is accessed by the member.
