You can try Adobe Photoshop's Free Trial (you do have to sign up for it). The trial version is NOT the full version, but it gives you an idea of what the software is like. And it is LEGAL.

Or, you can go the route we went. $599 and we got the full version of CS3 upgrade. (We already owned a registered copy of 8, so we didn't have to buy the full version of CS3 Premium. That's a $1,599 piece of software I was thankful we could upgrade to).
