I like your build but I think you can probably find some cheaper ram and use the rest to get a better power supply. Not necessarily more powerful power supply, just get a modular one with sleeved cables (the 600W Ultras have that, I think).

Well the person I got the info for is going to buy the parts over a period over time. :) So shipping wasn't included because it'd be more because their paying for each item separately.
 
2gb DDR2, AMD x2 5000+, DVD+-RW, nForce 520, ATI X1950 Pro, 250gb HD i think I can get that for 499.52 (that was with tax cause i live in NJ)
 
In most cases, you can save a bit more just by cutting out the need for sli functionality. If you're gong for budget, you won't be getting an sli setup anyways.
