Protoss Voice Effect

Hey guys!

What I'm trying to do is to create a "voice effect" similar to Starcraft's Protoss voice, which sounds like
this.

I'm only using Audacity for now, but I can download other programs if I have to.

The only step I've managed to get "accurately" so far is to add:

Echo:
Delay Time: 0.05s
Decay factor: 0.5

(Hahah, yes, I know, that's not much, but...)

So, would you guys have any idea of how to do a Protoss voice?
I have *many* more protoss sound files if you need any more references or comparisons.

I know theres a program you can use to determine how they would altar there voice but to the life of me I forget.. :/

I suppose I can spend around $50 or so; I'm just doing this for a small personal project, nothing professional.
