I think it came around because the camera beard isn't classified as a hat, its a misc item. Misc items probably have their own drop rate, and since there is only one that you can get through drops currently whenever the game determines you should get a misc item it gives you that.

I've had 2 camera beards in the course of a week. They may have a much bigger drop rate now, but I'm still glad to have a hat that isn't a halo, gibus or paper bag.

The people I feel sorry for though, is the people who's only hat before the war update was the camera beard. They must have felt like valve slapped them in the face when it suddenly became 10 times easier to get one.

I thought the same, but it seems that the camera beard is now a misc. item so you can equip that and a spy hat.

Even so, if that had been the only hat I had, I'd be really pissed off when they did that.
