It may be something Valve is using to track certain users, like when they gave out halos.

Looks like it's a random drop.

It's probably something they entered into Steam Cloud a little too early without actually updating the game's files to recognize what it is. (or more specifically, Steam Cloud is telling the client an item number that the game doesn't recognize, so it's marking it as invalid).
