Yes, it does, so long as when you spam that button it's still "landing" on a target. if you scan the top of the mountain in port valdez just laying into your spot button (presumably Q or T as most have it) then you're going to get maybe one person, or you may not get any, or you may get all of them. Either way, once you get one person, if you keep spamming that button; it will not register the spot.
It hasn't done this for me at all since day 1 and i've tested it thoroughly on the PC on the ego servers with an avg ping of 100.
Now, if you were to spot someone, then half a second later, spot another person, then another, then another; that works perfectly, but you can't just "spray n pray" the area hoping for hits/registers on spotting.
Or maybe it's something in my settings dealing with the environment since i have everything full blown balls to the wall graphics OMG pretty and such. I'm kind of curious if spotting takes into account "invisible" terrain if playing at lowest settings with view distance smaller than higher settings... that's kinda lame if it doesn't... punishing people for playing on higher settings
