If you want to learn a specific program like Dreamweaver, check out Lynda.com
They have really good basic training and it's cheap at about $25/mo for unlimited. Which is way cheaper than classes and faster than waiting for someone to show you.

Or you could youtube, easy and doesn't cost anything. There you go.

I just learned myself basically, just asked my friend a few things I didn't know as I went along.
 
I started learning HTML back in 7th grade. I used to make anime sites off Yahoo Geocities (Using their WYSIWYG). Bout a year later, I had a decent grasp on all the basics, and I started looking at free web templates on Google. I would open them up with Dreamweaver and make from there. If I had a issue, I would just Google and figure it out. The pre-made templates really helped a lot! The toughest thing for me was splicing templates. I was horrid with it! D:
