***EDIT*** The PSU does not seem to be the issue. ***EDIT***
So for my custom gaming rig I purchased a CORSAIR Enthusiast Series 650Watt PSU. The first one I received was leaking electricity throughout my computer case and had a dead fan... The second on I received seemed to work fine. Was nearing the finish of windows 7 installation when it mentioned the PC needed to be restarted to continue.
The only thing is that my gaming rig never did restart. I went up to it and pressed the power button only to receive a split second burst of activity before dying once again. I have no proof for sure that the PSU is the culprit, but it seems to be the only logical answer. I have read that mobo's can cause similar issues but after my encounter with the first PSU I'm assuming that this one is also the culprit.

What do you guys think? Am I misjudging the culprit because I had a bad experience with a duplicate item?
