There was an item schema update, that was almost immediately reversed, that hints at the inclusion of these items. There has been no confirmation that they will be released into the game as of now.

some of these look like they'd be added, others not as much. I dont think theres gonna be ANOTHER top hat hat, or another engie mullet. Or another Ze Goggles for the spy. Maybe though ze goggles will now be equippable for both the medic & spy?

But the pyro bird cage hat, the Spy Disguised Hat Hat, Heavy Bandana Hair, and the miscs look awesome.
