I was a eG for insurgency and a memory of the EVE section but there really isn't rankings there. I played bf2 bc off and on and never really had any training for eG. Am I going to need to restart as an e and work back to an eG or what since INS is no longer alive?

No you don't. Your rank remains the same across eGO and all it's divisions - regardless whether or not the game you played most at the time is no-longer supported by eGO.
To get admin access in BC2, you will need to take Admin Training. I'd also recommend that you join the BF - eG usergroup.
