Stutter issue

The video basically shows what im going through in tf2 since the last patch

Any help on how to fix this would be appreciated

Couple of solutions:
Try enabling vsync.
Launch options, try them individually then combined:
-glmdisablemtgl
+gl_bufmode 1
Last resort:
+gl_nullqueries 1

Maybe try disabling multicore rendering, disable steam cloud.
Try out an FPS config, just google it, you'll find some.

If none of this works, a nice, clean reinstall is basically your last options.

This is true, run a scan, but leave your AV off while you play. It eats system resources like nothin' else.

It's been doing this to me for 3 years. Only I get a black screen at the same time. My solution was to quit playing TF2. Try turning Vsync on, it works for some people.

Mine has been doing this same thing since Christmas. Basically caused me to stop playing TF2. I have tried every fix found on every frickin website I could check.

I have came to the conclusion that it is a problem with NVIDIA drivers, with no fix in sight.

Wow that sucks, I would of uninstalled steam and tried reinstalling it if I stuttered that much. I get quite a few crashes now after the last update and I hate it. My nephew gets the same thing as I do, but he cant alt tab during game play anymore for some reason. When he tries alt tabbing it stutters like that and it refuses to bring up a chat window for friends.

To fix alt tabbing, you can go into launch options and set

-window -noborder

There is a slight fps drop though, so if your fps is already flagging, don't use this.

Oh, and if you have any custom network config, remove it, or try increasing cl_interp or cl_interp_ratio in the console.
