The navigation could be a little more organized. Too many links scrambled around, giving the user a bit of a shock with how much there is to click around. If you were to implement the same "submenu" technique on the side menu it would clean up the page a bit. The fact that the account menu is right underneath the divisions navigation, then another navigation to the left (which should be page navigation ) is kinda clustered. I eliminate the account navigation and only make it appear when you go to your control panel. Thus giving focus to the page content itself.
You could also make the page be a static sizing, instead of dynamic. Incorporating some web-standards would be nice too, for all of those that check the forums on mobile devices or tablets.
Color wise I think it's alright, it could use some texture on the bg or something to spice it up, but keeping it neutral is playing safe. Since a wide audience does view this page, it's a good choice I guess you could say. I would suggest a different shine color on the emboss graphics. The emboss on "gamers" (top banner graphic )is just right, while the stars emboss is a bit too big. Keeping that consistent sharp thin emboss would be great, since it would tie in both looks well together.
The forum php or the css for some of the forum php sub pages could use some work to eliminate certain "white boxes" at the bottom of the pages that contain no info/content.
Footer is good, I like the faded ego, but again I think the page feels a little flat with no gradations of colors.
