This is how you do it. First, you launch cs:s and join the jail server. Next, you need to get the map to ba_jail_devs_v2a2. Now for this achievement to work, you must be the last T alive and the CTs must not know where you are, ie, you are rebelling. So you go into the disco, turn on the correct song, jump into the middle of the dance floor, and spin around in circles while jumping up and down, while simultaneously patting your head and rubbing your belly. If the song finishes before you are found/killed via the CTs or lockdown, the achievement is yours.
