PLEASE NOTE: All my responses are just from me, not TF2 leadership. We will be discussing about this matter soon enough, but I felt the need to reply to the comments that have been made.

That's why we're saying this would be a
vote for all talk; not all talk all the time. If your team wants to communicate and make all the team calls, then they should easily be able to oppose the other team's want for alltalk.
All the comments about arguments/problems between players of different teams.
People already argue on their own teams plenty of time. Warn them, then mute or silence.
I've actually had an admin ask me in the past if we could have alltalk so he can take care of any problems over voice chat in the other team easier.
Comments about Egypt, the all talk that already exists, and how it hurts to hear all the voices.
You slowly get used to it. Luckily, I have experience with having both Ventrilo and in-game voice chatter going on at the same time. I talk to disembodied voices now though...
could we have all talk at the end of the round only?
That's an interesting suggestion. I do remember in another server that would be the time teams would insult/jeer at each other though, knowing that it's the one time they should save up all their insults for. But we can handle that with admining of course.
My version
1. Let all talk have a time limit on in. Say about 10 minuets max or until the round ends
2. The "Yes vote must exceed 70%.
3. A MUST The number use for voting shall be 3 and 4. The reason being is that when I join a server and a vote comes to pass I accidently click "1" all the time without reading. If we switch the vote to 3-4 since these buttons are uncommon it will be good.
4. Limit the number of times a "All talk vote can be used in a span of time. Maybe every 30 minuets a all talk vote can be use.
5. Maybe...O's have the right to veeto the all talk vote at anytime. There the highest admin on the server they should at least have this right.

Maybe on some of the servers or when filling a server with a low pop rate but I dont see this going well during the main hours of operation. Plus all talk opens up more room for players to cuss, insult and be disrespectful to everyone. If I can turn it off when the crowd gets riled and use it to help fill a server then yes but on all of them all the time no.
As mentioned earlier, this will
not be on all the time. This will only be on when the votealltalk is successful. And at this present moment,
votealltalk can only be used by admins. I just tested this out right now.
I do like the idea of having it on at least when server population is low. Not sure how easily this is to implement.
Comments about using Ventrilo instead.
A very valid point. However, as a pub, I never bothered getting Ventrilo. Why should I download another program when I can talk in game so easily? I actually did use Steam chat to communicate with my friends when we were on different teams, but it was fine since the server was usually dead quiet...
I was playing in another server after (insert reasons here) and I noticed that this could be done and have it reset at the end of the bout asking to vote again. not a terrible idea, especially when vent goes down as we saw tonight... we had people stacking one team *cough* just because they wanted to talk tonight and being in opposite teams doesn't allow for that. Give us all talk with voting option.

Not sure how many times Ventrilo will go down. Hopefully not any time soon. (And you can't blame me, I had to chat with Vepe!)
I would definitely like the option of alltalk on all servers. I also think that the admins should be able to control it at will.
At the moment, admins are the only ones who can call for the vote. If we allow admins to control at will, we'll have a problem when admins with different voice-tolerance are on the server.
Now, I will admit, there are times when I like having team-talk on. We had an amazing game on badwater the other night, where the team was effectively communicating throughout the game. Had someone initiated a vote for all talk, I'm sure my team would've voted no against it, and all would've been well. Then we have other days where most people are derping around and taking the time to use chat to playfully jeer at or just chat with each other. I'd like all talk on for those times.
