This Is No Joke - Server Changes Are Go

I received complaints about the !votealltalk on 2fort because it will be turned on and then a) people do not know how to turn it off or b) it's turned on in a full server when people want to play seriously, probably by accident due to 1 being "yes".

We can't change the number values of the vote menu, if that is the next question to be asked.

I'm not asking a question. I say we put it to a vote now. Here on the site. I think taking the all-talk choice out of the hands of the people currently on the server is a mistake.

a) If people don't know how to turn it on/off, then that can be corrected by messaging.

b) If the server is full and the majority of people want All-talk on, then the server has spoke and you've made the majority of people happy.

c) If you make it mandatory at a server count of 14, then you're making a decision without taking the opinion of the current server population into account.
 
Is it possible to run the program by default but still allow a vote if the current players on are not happy with the current alltalk choice? Meaning: Can a vote overrule the plugin?

I seen people leave on 2fort because all talk has majority vote on,(which would regularly win by a narrow margin if successful) and I have seen the ones who wanted all talk stay when its been voted off. Tells me all talk is useless and serves no purpose.

People who want all talk off they are ones who want to play as a team and communicate as a team in TEAM fortress 2 and like me now go to other servers when its turned on.
