That actually puts the bad snipers at a huge disadvantage. Firing a scoped shot would now put you into a predictable movement that better snipers can take advantage of very easily, kind of like a jumping scoot. Sure, there's still slight deviation, and good snipers aren't immune to this, but at least they have a better chance against a bad sniper's worse aim.

I stand there and pick my nose. Sickens the opposing sniper and they can't make the shot.

I have literally never jumped once after a scoped shot. Didn't even know it was a thing.
