Release Notes for 10/30/2013
- Added detection of the case when a client downloads the latest version of a game update and becomes unable to reconnect to their ongoing competitive match on an older game server version. Minimal competitive matchmaking cooldowns will be assigned in this case, and will not increment client's competitive offense level.

For the first offend it's 30 mins, second 2 hours, third 24 hours and last is 7 days

being kicked from the match doesn't even give you a competitive cooldown, unless its something that happens consistently.

more likely the system assigned him a cooldown because of the update. being kicked will adhere to your offense level when assigning the cooldown, starting at 30 minutes.
