packet loss is when you fail to transmit or recieve data.(ie: you shooting an enemy and bullets not regestering)
Im not quite sure which way its reffering to though. Client to server packet loss or server to client packet loss.

In either direction, its one and the same, since the server needs to receive the packet of information on where you are at, current status, and then report to the other players this information. The "guesstimation" that the servers use currently give the high ping players an advantage in both your positioning (predictability) and their positioning (where the server thinks they are when the server is reporting to you).
