Counter-Strike: Source rejoining issue

So, in the past I'm sure this was brought up quite a few times. However, not until recently have we really had that HUGE of an issue with people rejoining after being killed.

For some reason in dust 2 if you die at the beginning of the round you have enough time to rejoin and play again in the same round. This is being abused by quite a few people recently. Is this legal to do? I would assume not since it really is giving the other team advantage. I've seen a ct rush mid with a para and kill 5 t's to finally die and rejoin to play in the same round. I've also seen a few people do it when they even get low on health to escape points being taken in rank.
 
Just to elaborate on why this is not cool to do; it is known as stat padding. We see it a bit in some other games. Definition (Been edited for DoD/CSS):

Also known as "point farming", "point padding", "stat padding", etc, is most frequently used in reference to online games such as Day of Defeat Source, Counter Strike Source, etc. Stat farming is the act of recieving undeserved points due to abnormal and unhelpful game play. One of the most common occurrences is when 2 or more players go out to a flag and alternate capturing the flag continuously (flag captures are worth six points), without the intention of shooting at each other, or with the intention of simply gaining points. The less extreme examples of stat farming is when a player returns to their spawn area to change class in order to respawn in order to replenish ammunition, nades, health, etc. Once you leave the spawn area, defined generally by spawn protection, you are not allowed to return to your spawn area and change classes for any reason whatsoever. This process can be repeated indefinitely, and this sort of devious stat farming will ALWAYS result in a permanent ban from eGO servers. Other less extreme examples, which rarely but can result in a permanent ban, include binding "kill" and/or using it to suicide after a round has been won or lost. Running out of a window and taking damage from a fall is fine, but any console command used to kill yourself it strictly prohibited in all situations with the exception of being stuck. The same goes for "spec jumping", switching to spectator during OR after a round is won or lost in order to avoid being killed or hurt.

So yeah it's dumb and cheap play. If there's an admin on let em know. Otherwise feel free to gather some evidence of them coming/leaving without the round ending (Screenshots, console stuff) and submit a ban request on the user here.

No server disruption
Admins have final say in server.

That's still too ambiguous IMO. Having to tell a user I kicked that "it's against the rules because I said it is" isn't fun. That's why I asked if we could explicitly call it out. Why not have a rules page specific to Dust2 where we can call out spawn camping, rejoining, etc?

Its against the rules because it gives them an unfair advantage, disrupts the server, and violates the spirit of the game. Not "because I said so." The rules are vague so admins can use common sense to handle issues that are detrimental to the server without having a rule that covers everything.
