Tech Help "Safe Mode" every time I power on

Usually when I power on my PC, I am informed that I am in safe mode and I can enter the UEFI settings to select a boot device.

I always shut down my computer normally and then I turn off the power strip when done. Is that a problem? I don't understand why I am having issues when I start up.

To be clear this is happening before Windows even starts booting.
 
boot order is messed up most likely, try updating your bios also.
 
Someone correct me if I'm wrong, but on the latest Windows versions, when you select "shut down" I believe the computer enters a really low power sleep mode. So flipping the power off causes the PC to freak out a bit. I believe I ran into this issue before

Are you sure it has anything to do with Windows? It seems to occur before I even get to selecting a boot device.

The other thing I can think of was I accidentally installed debian on my Optane before I got a copy of Windows and installed the proper drivers. Since then, the optane isn't showing up as a bootable device in the uefi.

The low power thing *does* sound reasonable, especially since the "aura" is still going on the mobo
 
Got a WD black and all is right in the world. I stopped getting errors when I boot up. Yay!!!

I do think that was part of the problem and have corrected the setting. I am definitely having disk issues (doesn't always boot, data corruption, etc) so I'm happy to say I've migrated to a new hard disk.
