Mute Permissions

What server are you reporting this issue on?

JB (TTT probably too)

Please describe the issue in as much detail as possible.

Muting everyone includes warden
!peace includes warden
Admins don't have the talk warning anymore

What should be happening instead?

The warden should be protected against mutes and I should hear the ping.

Please describe how to replicate the bug in as much detail as possible

Be a warden and do !peace. You won't talk.

Be an admin and !mute @all/@ct, you'll mute the warden too.

Be an admin and talk. There's no ping.
