GTA V RP - Require waiting period after seinding distress call

I am suggesting a time limit, roughly 10-15 minutes be added after pressing G when you are down before you are allowed to respawn. Right now we have a MASSIVE amount of 911 unconscious calls that we arrive to minutes after they are called and the person has already respawned.

Additionally, if G has been pressed, during this time, players should not be able to pick this individual up and carry them to the other hospital.

Between these two incidents occurring, 90% of 911 calls end up in wasted EMS and PD time and resources because there's no victim on scene.
