The new law book for the end of this year and the coming year of 2020 has been released and pushed out following the previous State Meeting (GTA TeamSpeak Meeting). The law book can be seen below.

The major difference with the law book update is the implementation of minimum and maximum penalties as well has hard fine caps. This will allow a fair and balanced booking process for all civilians. No longer will your friend get 5 months (minutes) for robbery and you are punished with 25 for the same charge. Across the board we are moving towards consistency for the benefit of the civs.

On the other side, for the benefit of police and to curb traffic and street crime, harsher penalties will be pushed for frequent offenders of harsh crime such as creating unsafe vehicle pursuits, violent attacks, etc. Again, these penalties have consistent amounts that will no longer result in unfair penalties for one person compared to the next.

Finally, to understand how the booking process works, officers will always attempt to work with you on crimes when you are cooperating accordingly. Time will not be reduced as it creates an inconsistency, however, specific charges may be dropped. An example of this can be observed below.

  • Criminal #1 is arrested for possession of heroin, brandishing a firearm and speeding.
  • Criminal #1 who cooperates may have speeding and brandishing charge dropped to be booked for speeding.

OR

  • Criminal #2 runs from a routine traffic stop.
  • Criminal #2 who ran because he only had some weed on him could have received a 25 month sentence for the week if he had admitted it.
  • Instead, the police book Criminal #2 for 60 months for fleeing from the police.

Finally, with department policy, all individuals booked for charges will be fined accordingly based on those charges. Fines will not be dropped and are not normally at the discretion of an officer.

I’d like to remind everyone to read this thread to its entirety to understand how this benefits both civilians and law enforcement versus jumping to conclusions by just reading the excel sheet.
 
as an officer. I feel bad when we have to jail someone for 60 minutes minimum. Its a game and having someone go away for 45+ minutes is not a pro gamer move :(. I feel it should be changed. Just my opinion, I get both sides of the argument. Also I think the law book is ugly. Needs to be colour coded. There is a law about active train crossings ( we dont have trains in server). I dont see any law about aircrafts, maybe that can be added.
I think the illegal vehicle definition needs more info, like I know some cops think the marshal is road legal and some think it isnt.

The only time I think we should be putting people away for longer then 40 minutes is when the case has been brought before a judge.

This post was made with good intentions and Im thinking it would be better for the player base as a whole. This was not made in a toxic/destructive manner

I disagree, I've felt stricter punishments for crimes have been a long time coming. There should be risk to criminal high rewards. If your into drugs, violence or fleeing the police, expect to be put away for a long time. Consider having a second character available to play on while the other is in prison(Does prison time go down while your not logged into that character?). Regardless, the punishments I think are now stricter while also leaving less room for officer leeway in how they are dealt.

I do understand it is a game, but it's a game that both sides of the law came to play. It's not just here for the fun of the criminals, but also the police. It's not fun for police when you break a bunch of laws, they imprison you and by the time they finish their paperwork, your back on the street in front of them breaking laws again.
 
Cryptic did a great job of defining risk vs reward. With how much money players are making off of drugs currently, there needs to be a significant risk when doing those activities. Additionally, this SHOULD push players to take petty crime charges versus serious crime charges. That can be seen in the idea of accepting a penalty of 25 minutes for possession versus 60+ months for running from the police.

Previously, the idea of "officer discretion" was around how much time a player should receive when they go to jail. That was extremely circumstantial and unfair to most players. One officer could give a player 5 minutes while another officer could book someone for the exact same charge for 30 minutes. There was standardization that was desperately needed.

NOW, the idea of "officer discretion" is pointed towards which charges the criminal gets booked for. Rather than booking them for four charges totaling 80 minutes, I choose to book the player for one charge totaling 15 minutes. I drop all other charges they would be facing.

Hopefully that provides some clarity.

Saying that without explanation makes it as if the criminals running drugs make millions each day, which is absolutly not true or should I say: NOT EVEN CLOSE to being true!
By your above thread I do not think you actually know that an criminal needs to spend 6+ if not 8+ IRL hours to even get full truck of drugs (800 drugs) and they try to sell that. Selling it requires some really big thinking process, it's far from being just "I go there and sell". The risk criminals need to go through is enormous as selling place is often camped by police, routes there are out of there are pretty narrow and can be easily blocked with 3 police cars.. Furthermore, for example let's take heroin: you can make 420k+ at the end of 6 IRL HOURS of HARD WORKING (gathering + processing (although processing it's not that intensive, but rather boring or so I heard :D)), but that is only if ater 6 irl hours of working you manage to sell everything. Now let me give you an illustration how reality looks: you work hard as you want new car or something other, but at the selling place are cops -----> guess what :D no money for you for that day! so you have been working for 8 hours daily and all you earned was passive job income as you are unable to sell anything. So you statement that criminals are making huge money recently is at very least not clearly defined or just naive thinking.
Since the thread is about law book I am just trying to tell you that an criminal can actually after 8 IRL hours of work get no profit and be jailed for 10+ minutes according to the law book. I may be wrong about the time though. So it's extremely frustrating business and not as straight forward you make it sound like.

I think it worked better in the past with the shorter times. I do think the fines are good ideas but it ruins peoples nights and lowers the amount of RP being done in the city since you are in jail for such a long time.

Well, it is pretty much that statement. You have the ability to maintain up to 3 characters. Get arrested on one? Go play on another. While you may want to do good RP, it is your actions in the first place that get you arrested. RP is not scripted, nor should it be, just because the RP roles out in a way other than you planned, doesn't make it less fun RP for others.

We have seen a LARGE decrease in the amount of "Dumb crime" since the time has been increased for jail. If the argument is for the sake of RP, you have 3 characters to RP on. There's more roleplay than just criminal roleplay to be conducted. If you REALLY want to keep RP'ing a criminal, you've got 3 opportunities not to get caught.

In your specific circumstance today, not to bring up bad blood or anything, you appeared to have some sort of plan RP-wise for your character, however a series of unfortunate events lead to your name popping up in the Hospital Registry just as I was getting ready to leave Pillbox. Given that your character has a known habit of committing crimes, I decided to look you up in the system and saw you did indeed have a warrant, so I waited for you, as I was waiting, EMS noted our radio traffic and provided your description of clothing from when they admitted you. It was honestly blind luck. Had I been on the other side of the city or even in Sandy or Paleto at the time, I never would have made it to you in time. I was one of 2 officers covering the entire state, literally blind luck I happened to be there.

It was a great catch for us from an RP standpoint. It may not have played out to suit your planned RP, but it was RP none the less that flowed naturally.

I understand where you are coming from but the fact that the only way you got my name is from the chat. There was no previous RP in order to get my name or the EMS even used to get my personal info, and I don?t think I should just infer that they did that during the admit.

However, this is not only because of my situation yesterday it was all in all about the law book in general. It was just my opinion and what I thought was better.
