Make the bugs forum use a form

Suggesting we make the bugs/tech issues forum have a form so it's much more clear what it's used for, since the illiterate people keep posting about how they got banned as a high priority bug.

Rumor was that things might be moved to a git repo just for bug reports but that was like a year ago. That might be better because it'd centralize things for tech and save time.

Again shamelessly plugging my earlier suggestion we open up the existing infrastructure we have for bugreporting on the git for ease. Would be so useful for tech

This adds more logins for a lot of users and is something we're not going to force onto new members just to create another account to something they'll use only once in a blue moon.
