I don't mind on the appearance or size of case as long as it doesn't take up a shit ton of space. As long as it preforms well, that's all I'm concerned about.
Perfect then mATX like the one I linked will be much easier on your budget.

if u dont want a big case I suggest mATX or mini ITX, you cant SLI or Crossfire, but it is tiny, on an itx ur ram is limited to 2 sticks, but ram is cheap rn so 32gb is doable
32gb of ram is completely overkill in this build, not to mention it adds another 60$ on. Plus mATX motherboards have 4 memory slots, so he can add more in the future in case he decides he needs 120 chrome tabs open in the background.
Busters build is good, but I would honestly spend the extra money to get a 1660 because a graphics card is one of the most important things to have in a gaming build, you do get what you pay for there
Why settle for a 1660 when you can fit a 2060 in with his budget though?
If Anything i would wait until the 3000 series gpu's come out for nvidia, itll drop the price of the 1080ti and the 2070
Sure, if he wants to build his computer at about this time next year to save a couple bucks. But the price drop will take a long time and it won't be by a noticeable amount.
