Counter-Strike Delivered Add CSS source rules to the rule post

It would be great to add the rules for Counter Strike Source to the "Counter Strike Server Rules" post. It would be nice to have a spot to direct people to when they need to read the rules. I understand that its on the join page or whatever its called but there is no set spot for the rules currently. I get they closely mirror the Code of Conduct, however there are a few rules like "Terrorists must be out of their spawn by 1:30" that are overlooked.
