Building a new pc (need some help/advice)

Ok here's the deal. I currently just have a laptop and i play TF2 at my friends house and I would like some advise on compenents for a pc. My budget is 400-1000 (The less the better). I currently have

Is the monitor even any good? I picked it up at a sale for $150 in november on black friday. And I'm just gonna use the PSU that came with the case. I was lookin' at getting this craphics card

What kind of FPS am I looking at for TF2? How about with using FRAPS? I don't need to go crazy here, I just want a decent gaming pc. I don't think I'm gonna need 4gb of RAM or anything cause TF2 is the most intense game that I play. Thanks for any help guys! I'll post somemore when I get home from work tomorrow. =D

Oh and I'm gonna be using 32 Bit Windows XP MCE, no Vista... ever.

thats a good find dr death. also i would def go w/ what dr death found cause xfx cards come w/ lifetime warranty. also when it comes to the 22" lcd monitor that u posted, i got the exact same monitor from best buy on black friday (prob the same place u got urs), but i havent had an issue w/ it. when it comes to building your computer, r u lookin 2 do amd or intel? if ur looking to go intel, i have a new motherboard that i have no need for if ur interested.
 
believe it or not, TF2 is actually a pretty graphics demanding game, wouldnt seem like it, but it is. the 8800 will run it perfectly fine, but i would go with Dr. Death's find.

It's cheaper, and will be much better.

That graphics card that Dr. Death suggested is good, and will suit your needs just fine.

Now you need to think about your processor and RAM.

Ram is very cheap, I would go with 2 gigs.

For a processor, the E8400 is a great processor, but if that's still too expensive, go with the E7200 or E7300.

Dr. Death says good things.

2gig of ram will suite you nice. (I've never had a reason to get more than 2 gig)
E8400, E7200, E7650, E7300 are all good processors.
 
That 9800 is cool... but it has the same specs as the 8800 i listed but it is PCIx16 2.0 and my mobo doesn't support 2.0 =/

PCI-X 2.0 is backwards compatible, so your motherboard doesn't have to support it for those cards to work.
 
is there an actual difference between XFX or evga or w/e those companies are. Same for ati, sapphire and some other stuff?

Some are more reputable and established than others, with XFX and eVGA cards commonly coming pre-overclocked out of the box. Different manufacturers may also offer games with their cards. Manufacturers also offer different warranties for their cards; XFX offers a double lifetime warranty meaning the original purchaser gets a warranty for the life of the card, as well as anybody who buys it from the original owner.
