Its the fish monster thing from the teleport part of HL2, no idea why its in TF2 though. Must be a custom map or something. They were also an enemy in HL1. I like the pyro thing too.

hehe its actually from a TF2 custom map, called ctf_Vikings_final and if you get too close it kills you !!
