Annoyingly exciting

If I'm near their uncap trying to take a point, one of the most annoying things, is getting shot while they stand in their spawn. But, I do understand how the admins cant really regulate a rule such as shooting when shot upon since it is such a he said she said call. So I'm not sure there's any...
