Sometimes toolbars will cause IE to crash. Firefox is a great alternative, however it does not fix the problem. I remember on 2 different occasions that IE7 will crash if you had an older version of Yahoo Toolbar installed. Go to your Add/Remove programs and get rid of any unused toolbars.

I would say that is a good safe OC. I once had a Gigabyte 6600GT 500/1000 OC --> 587/1250 on Stock cooling. I would not recommend going that high in overclocking, but your 600/700 should be fine.
