Faulty Graphics?

Hmm interesting specs.
I assume you mean WinXP Service Pack 2
Do you really have dual processors? Don't see that often.
I will assume that you have 2048MB of RAM and that 256MB are being used as hyper memory for your x1300.
You should try getting the latest drivers for your card and see if that helps. It could also be a tempurature problem as you play the game the temp rises, and at a cirtain point funny things happen. It could as easily be a power problem but less likely.
Can you tell us if your framerate ever comes back to 25 and if your textures come back, or do you have to restart your game / computer for it to work again? I had a similar problem with DOD:S with my card and between windows updates and drivers - problem gone.

I have to restart the game it is so bad and it only seems like its on a certain map (gravelpit), and i do have my latest drivers but i assume that it should clear up after i get my new Video card and mobo

also sometimes when it does that and i hit the Shift+Tab into the Steam window thing and hit it again my texture return and i thought that was odd

Well, i hope this doesnt continue long for you, it is either most likely in my opinion drivers or a tf2 bug with your hardware. hopefully both will get updates over time. You can try to use older drivers for that card as it has been out for a while and often times ATI will release drivers that are not necessarely better than the old ones.
It seems to me that if the textures come back after the steam comunity event that somehting is messing them up and they are just 'stuck' in that state untill they are told to be reloaded (or something). Not quite sure on this one - other than trying 2-3 driver versions, check for overheating, and ensure that everythign is up to date.
