Remeber all =(e)='s can now speak directly to any admin on the server he/she is on guys. Just bring up team chat with the "U" button and then put the @ and type your message. Now any =(e)= who does this as well as anyone on the server who is not an admin will not see the message, but an admin will see it. If there is an admin on and you are unsure of how to do this, ask them if you can try it out. Remeber guys help out any admin that is unaware of what is going on with the other team.

Simply - yes.

Complicatedly - sm_who is a source mod command for admins. Thus it is only use able by admins. So, on non-eGO servers sm_who does work, but you must be an admin to have access to it. Since you probably don't have admin on a random server which you join, no it will not work for you.

This goes the same for eGO servers. Only G's and up can use sm_who, since they have the source mod admin level of "admin".

I only frequent a few non-eGO server and I know the admin's tags.

That was going to be my next question. How do you know who is an admin on non-eGO servers? You answered it already, you just have to know the admin tags of the hosting server.
