They do all this EPIC live action work, case & point the ODST trailer.
Just do a live action show, or a movie even.

That's a valid point; the issue is, that short movie was really expensive.

These days, animation is actually cheaper (especially considering how sfx and combat heavy the franchise inherently is). I'm willing to bet they did consider live action, but found an overseas-animated version far more cost effective.

Anime characters are usually drawn really anglicized compared with how they draw characters that are distinctly or specifically Asian.

This all goes back to how the anime art style started: an attempt to mimic the style of Betty Boop cartoons.
