Would a Spray Master look here please

Im, in the process of asking anyone who can make sprays this question. I was wondering if you could possibly help me, I found a spray that mister adam made. It wasnt intended to be a spray, it was a wallpaper I believe but he tried making it a spray. It is very pixilated when I use it, is there any way you can help me make it come out clear?
No rush, just when you have time...here is the link, thanks in advanced. If you cant work with the pic, is there any way you can make me one similar to this? A ban hammer and a few words around it, have it say "in case of punk use wisely" or something like that. Thanks in advanced.

I think sprays need to be a vft (valve texture file). http://www.megaupload.com/?d=IZR4VCVX. That link should be the right file.
Put that in My computer / Local Disk / Program Files / Steam / steamapps / (your username) / (valve game) / (valve game) / materials / VGUI / logos

Thats not the only file extension.
