in CS4? they're already a preset with the program so i just double click the layer i want to put the effects on and select/play with em.

What effects? It's just multilayer strokes, and some radial blurred on the background :confused1:

He uses GIMP. And cmon not everyone is good at photoshop.

er.. if you've used Microsoft Paint you've seen the lil brush or pencil tool? well.. a brush implements different shapes.. or strokes or images instead of having the same humdrum Circle or Square image or shape.. you can say for example use the Bullet Hole or any other brush effect.
