Kotah, this is the path you need to get to and put the skin.

Start-->my comp-->(explore C Drive)-->Program Files-->steam-->steam apps-->(your name here)-->teamfortress2-->TF-->materials-->models-->weapons...now here is the part where if you do not have a folder by the name of v_sapper you must create one with that name and place the skin in there, if you already have that folder you must delete the content of that folder and place the new skin in there and there you go you have the skin now.
