I don't know your age and I don't want to make assumptions, but if you have never heard of "blue laws" you should look them up for your state (or heck even anywhere else). You will get a good chuckle out of it and be surprised.
 
I suspect there were some frustrated officers who probably went a little too far behind this story.
 
Zippy, it's not a law. I happen to speak Spanish, but do think it's kind of silly not to speak the dominant language of the country in which you've taken up residence. In France, they'd expect you to speak French. In Mexico, if you want to do anything official, you do it in Spanish. So, while it's not unreasonable to expect people who have spent significant time in the U.S. to learn English, it's also not against the law not to.

Enough said.

I don't care what country they're from, or living in. Speaking a language that is not your native language should never be mandatory.
