Okay, after a few stints of my own with steam not working and recently helping a few others with their steam issues - I decided the community would benefit from what I have learned.
These specifically deal with steam being a pain and not loading your game. A few things to know before trying these steps:
1. These works for steam games only. NOT ONLY SOURCE games. Now, this will work for any game PURCHASED through steam.
2.The above means this will NOT WORK FOR NON-STEAM GAME SHORTCUTS.
3.Be sure to remove the launch options listed above when your have finished testing and/or achieved positive results. If you do not, you may hinder game performance as windowed mode is not recommended for Full/proper hardware Acceleration.

EXTRA NOTES: steam pop-ups
1. steam asks for me to update my drivers.
DO NOT DO THIS. If you need/want to update drivers go to your hardwares website

2. Error with Steam ticket: GO HERE FOR MORE HELP

PROBLEM ONE: MY GAME JUST WONT LAUNCH.
->It tries,but all I get is the "Preparing to launch" window, then it disappears and nothing.
POSSIBLE SOLUTIONS:
number one: verify game cache integrity.
First, right click the game and go to proporties. Then go to "local files" and click on "verify integrity of game cache"
Wait for it to do its thing.
You should see this when it is finished
SOLUTION TWO: DEFRAGMENT
First, right click the game and go to properties. Then go to "local files" and click on "defragment cache files"
THEN LOOK FOR THIS.
WHEN IT FINISHES IT WILL SAY
"ALL FILES SUCCESSFULLY DEFRAGMENTED"
SOLUTION THREE: LAUNCH OPTIONS
try each of these in the launch options for your game:
FORCE YOUR GAME TO LAUNCH WINDOWED
SET THE SIZE RESELOUTION OF THE GAME
FORCE THE REFRESH RATE OF THE GAME FOR YOUR MONITOR (DEFAULT FOR MOST GAMES IS 60)
COMMAND THAT READS AND SETS ALL SETTINGS TO "BEST OPTIONS" OR OF THAT NATURE.
