You could use invisionfree, it's pretty self explanatory.

To register a domain there is no better or professional company than GODADDY.COM, they also host, but it's not free.

for free hosting just google "FREE HOSTING"
but usually if it is free they put banners/adds up, and they limit ure MB/GB space pretty small

To actually make a web site, which I believe was the original question, use a program like dream weaver or HTML kit. They are very usefull and relativly easy to use. It does take a bit of work though and until you really learn how to do things your sites will be rather....bland.

Oh and for where to get them, go to www.Download.com and just type the name of the program in and you can download them for free.
