TF2 Lighting Incorrect

Well recently My computer was having trouble creating d3d devices for game launch
I fixed that problem( http://www.edgegamers.org/forums/showthread.php?t=110740 )

My computer runs every game fine now there are no issues with any steam game but TF2, and the glitch is purely aesthetic.

Since then I've reinstalled tf2 numerous times. Deleted skins and all files in tf2 folder then reinstall. Updated my drivers, etc.

I think it may have to do with color correction, but I'm not sure. I don't remember my config before the reinstalls.

Have you installed anything new on your computer that may have messed with the skins?
 
It might be because your Hardware DirectX Level is at 8.1.

I don't think 8.1 supports Phong shading.

To get it at a higher DirectX, Go to your Games tab, Right click TF2, Properties, and Set launch options. I believe the command you put is -directx90

Correct me if Im wrong.
That also why CC and Motion Blur aren't showing up. They are only available for DirectX 9 and Up.

I had to run in DX8.1 for a long time, it does not support Phong shading as my experience with it was without phong, then I upgraded and things got a lot prettier. I'd say it's the DX8.1

which card is it

i know there are some old nvidia crads that are capable of dx 9 but default to 8.1 for source games because there too slow in dx 9 mode
