Error 1721

My Borderlands is crashing constantly so I tried to uninstall it and I was going to reinstall it, but when I was uninstalling it I got this "Error 1721" I'm using vista. I've been look around on what to do, but nothing's been really helpful, anyone have some ideas on how to fix it? Thanks.

Also, some other people say to boot into safe mode, which for some dumb reason I can't find... <- Fail.

Its not fully uninstalling it. Try this. To remove this program use Windows Installer Cleanup ->Description of the Windows Installer CleanUp Utility and other unnaccesary values,orphans

If this doesn't work search around Microsofts tech support. The error itself is from the Add and Remove Programs when a program isn't fully uninstalled.

When I try to install the Windows Installer CleanUp Utility thing, it says "error: permission denied".. My account is an administartor btw.
